From Conflict to Cooperation: The Real Story of International Water Law

The media often portrays water as a source of conflict, highlighting tense negotiations and military threats. While the risk of conflict over water is real, it’s a vast oversimplification of a much more positive reality. The true story of international water law is one of peaceful collaboration.

The statistics speak for themselves. While there have been only 21 armed conflicts over water in the last century, a closer look at the data reveals more than 2,000 documented cases of cooperation. These collaborations, ranging from data-sharing agreements to joint commissions, prove that shared water resources are a powerful catalyst for peace and collaboration.

With 263 international river basins worldwide—shared by 148 countries and home to 40% of the world’s population—the need for legal frameworks is undeniable. The success of international law lies in its ability to provide the tools for negotiation, dialogue, and resource sharing. It turns a potential source of dispute into a platform for mutual benefit. The ultimate goal of my work is to strengthen these frameworks, ensuring that water continues to be a source of life and peace, not a reason for war.
